I suspect that he's importing small pond fish, and selling them as wild caught. As you said, most of those fish are sold at market for food. Even the use of Zonatus "Mojarra Prieta" is a sham. Loosely transalted it means black bream. Mojarra is used by the locals to describe almost every food fish in CA, even citrinellus, going all the way back to the early 1900's.
